Surveys can be sent to Salesforce and/or external recipients: email, Contacts, Users, and/or Leads.

If you can't see the 'Send Survey' button in Contact/Lead/Case records make sure it was added to the page layout.

NOTE: Make sure you set up Sites if some/all the recipients are recipients external to Salesforce. Go to the Site Configuration tutorial for more info.
